If you ask me, I will recommend core central district D09.
Why do I say that?
In your question, you mentioned
(1) investors demand,
(2) price correction,
(3) oversupply issue,
(4) low rental, and
(5) demand vs supply, as your concerns.
Think again on your above concerns for District 09.
Core central district has always been a popular investment destination for foreigners and the rich since the very beginning, hence, there is nothing to worry about (1) investors demand.
It is because of the cooling measures that were implemented by the SG Government since 2013, mainly the ABSD and the difficulties in getting loans, that resulted in the slow transactions in D09. During this period, those properties transacted mostly resulted in a huge loss for the Seller, as they were unable to hold onto the properties, due to your above-mentioned (4) low rental, which is unable to cover their mortgages. Hence they were being forced to sell, and this resulted in (2) price correction in the high-end District.
(3) Oversupply issues is the common topic in recent years, with the Government Land Sales aplenty. However, do you know that this issue is not applicable to core central District 09? Since when do you hear Government releasing Land for sale in D09? Almost never. Simply because there isn't any more Land.
This bring us to your next point (5) supply vs demand issue. With the short supply and the demand expected to pick up when the market finally recovers, District 09 will be the first one to move up. Not only that, it will also move the most, as we have experienced in the past.
