1) For SPR to buy a resale HDB flat. There are at least fulfill these 2 conditions:
(a) Has been maintaining SPR status for at least 3 yrs.
(b) Able to form a family nucleus in the application.

2) The answer to your inquiry is friend & friend is not eligible to purchase an HDB flat.
