Can a hdb owner rent out a 5-room hdb flat and rent a smaller size hdb flat?

Hi Heartlander, you can visit HDB website under Guidelines for Renting Out the Whole Flat subsection Tenancy/Property Ownership Status.
It mentioned that "Owners who are eligible to sublet their whole HDB flat - They must sublet their own flat within 1 month after having rented a flat from another flat owner"
Therefore you can only under the abovementioned conditions.
