Yes this is a non-landed private residential, so SPR can purchase. If its your first residential property purchase, 5% ABSD applies.

Hi Carl,

1) There are no restrictions for PR to buy a non-landed property in Singapore.
2) You are subject to a 5% ABSD on top of the buyer stamp duty as a PR.
3) As long as it is a non-landed property you are allowed to buy regardless of the lease type.
4) Just note that this is a property that TOP in 1995, and it is a small plot of land. So, the chance of attracting an en-bloc offer is rather slim.
5) And since it is a very old project, the possibility of appreciation growth also will be limited.
6) Looking at the current growth rate in this area, it is in a stagnant situation.
