Fyi, I have also received similar enquiry, someone who have past criminal records, but he have not taken his res exams and I told him to write to CEA and he got clearance and now taking his RES course. Similarly, I encourage you to write to CEA to get clearance, especially your have already passed your RES exams, at the following website:
