I'm Daniel Tan from Huttons.

One general rule, if the agent is not acting for you, you do not have to pay the service fee. The buyer should be responsible for the buyer agent fees as they have engaged the agent in the first place.

I will also be against CEA ruling if he or she collect commission from both parties, buyer and seller. The agent will be dual representing.

In the case of private properties it might be slightly different though.

The buyer's agent is representing the buyer hence by getting any "ang bao" or monetary award from the seller will infringe the non-dual representation policy.
