Would you drop a NS recruit into the jungle and let him survive on his own? Or would you put him through Basic Military Training and further equipped him with specialised training? Would you send him on solo operation before any supervised team exercise?
It is the responsibility of agency management to assign new agents to responsible Team Managers for coaching and guidance.
Of course, the individual is free to operate on their own once proper trainings are given.
Apart from selecting an agency, be wise to select the manager you want to join. Avoid joining an agency and get assign to a manager.
Talk to a few managers who are recruiting and find one you can respect and look up to.
