Hi,

1) In general those flats built in the 1980s' were 2.6m for the top floor.
2) And most of them are the same height as other levels.
3) Only those built in the '90s might have a higher ceiling on the top floor, ranging from 2.8m to 3m.

Its typically 2.8m to 3m. It also depends on the building design and location and any height restrictions in the locality.
