Hi,
This is not fair wear and tear. So, it is the tenant who has to take precautions and protect the rental property he has been assigned to, for the duration of the lease. So, tenant has to make good to the original condition.

On the other hand, if the LL has an insurance cover, he could make a claim on it. My advise would be for both of them to work together to solve this issue amicably.
