Hello gurus! I would like to fact-check something an agent told me please.

Context: My spouse and I are married. I am a Singapore citizen, spouse is not.

1. We buy a resale flat using my grants.
2. While living in our flat, my spouse gets a PR status.
3. After MOP, we want to get a BTO/EC. Would we be considered as a first time buyer or a second time buyer?

It would be helpful if you could include the relevant regulations/link please. Thank you in advance.

Based on the scenario you've described, you and your spouse would be considered second-timer applicants when applying for a new Build-To-Order (BTO) flat or Executive Condominium (EC) after fulfilling the Minimum Occupation Period (MOP) of your current resale flat.

It's advisable to apply for an HDB Flat Eligibility(HFE) letter via the HDB Flat Portal to get a comprehensive understanding of your eligibility and financing options before proceeding with your application.

Your application will be considered under first timer application.

Click the Priority for first timers section and they have indicate the info.

However, do note HDB regulations can change anytime and 5 years down the road, this may no longer apply.

For your case, you will be considered as a 2nd timer. This is because you have purchased your current flat with grant and therefore this current flat is considered as a subsidized housing and therefore you have already utilise the first timer chance.

To confirm this, you may apply for a HDB Flat Eligibility Letter and it would be stated inside that if you were to purchase another subsidised housing, you will be liable for resale levy.

Hi,

1) When you claim grants for a resale flat. It means you are utilizing the 1st timer priority for a BTO/SBF.
2) When your spouse received her PR status while living in the flat. You should apply for the Top-Up grant to claim the difference for the prevailing grants received within 6 months of receiving her new residential status.
3) You may apply for a BTO/EC upon reaching MOP for the current flat. You will be categorized as a 2nd timer for the application.
4) You should not apply for the grants while buying the resale flat if you intend to keep your 1st timer priority.
5) You will also be subject to a resale levy when buying a BTO/EC.
