Hello, Please advise buyers stamp duty and ABSD is calculated for resale private condominium based on which date?

Is it on options date?
Is it on options exercise date?
Is it on options expiry date?

Is there any waiting time after getting Singapore PR to buy condominium?

I recently got my PR Entry permit certificate which has PR number mentioned in it but yet to receive PR IC card. Am I eligible to sign options agreement with seller? or Should I wait for MY IC to arrive first.

You can find the rates of BSD and ABSD on the IRAS website.

As long as you have gotten your PR certificate, you are allowed to purchase private resale.

Ideally you should wait for SPR IC card to be issued first. Stamp duty is due within 14 days after the Option Exercise Date, and the Stamp Duty Rate depends on the property count of the buyer on the OTP exercise date.

Buyer Stamp duty and ABSD is payable within 14 days from the date you sign the S&P Agreement. Meaning to say, upon exercising the option.

You don't incur any buyer stamp duty between the time of option period and option exercise because you don't own any property at that time. You only own the 'option' to purchase the property at the agreed price within the time period (option period).

As your PR number is already out, you should be accorded as PR status when you buy your property & the ABSD and BSD accordingly.

Do note, whenever you purchase a property in Singapore, Buyer Stamp Duty is payable. It is calculated based on a tier structure.

For example if you purchase a $1,000,000 condo - it'll be
4% minus $15,400 = $24,600.

If you purchase a $715,000 condo - it'll be 3% minus $5,400 = $16,050.

For Additional Buyer Stamp Duty, as you also know, it will be payable according to your status & number of residential property count on the option exercise date.

Do note:
If you are doing a Joint Purchase as a married couple -
Full ABSD remission may be applicable. The couple must include a Singapore Citizen (SC) spouse and the property must be purchased under both names of the couple only. In addition, both the spouses must not own any residential property.

As long as you are of SPR status on the day you exercised the option, you will be liable for the SPR rate of ABSD, which is 5% for first residential property.
