Hey! my current BTO HDB will be MOP in less than 10months.

We are looking to sell it and buy HDB resale in either Toh Yi Drive (near to my parents) or somewhere 1KM near SJI Junior school (so near to BoonKeng MRT or Novena MRT).

I have two questions,

1. What are my chances of getting approval for the early sale of my HDB flat?
2. What are the charges other than agent fees for buying and selling HDB flat?

Hi Mr. Richie,

If you have genuine family reasons which requires a bigger space urgently, yes you can try to appeal to the branch office for early sale within MOP. Approval is on a case by case basis, after assessing the merits of the case.

Other charges include conveyancing and admin fees (if private law firm its approx 2.5k, if hdb conveyancing approx 1k). Also include any early redemption fees for bank loan case.

With regards to the early sales of your flat , if you do appeal on grounds of genuine reasons such as the need for bigger family space, it might be considered. The way about this is appeal, which I have had a fair share of experience in my years of practise, approval being granted on a case to case basis.

Hi Mr. Richie,

1. Not even HDB officer can confirm the chances of success for any appeal, thus it is on a case-by-case basis.
Under your appeal, there are some factors that worth your consideration:
(a) Family - enhance/encourage family tie
(b) Finance - Lower loan, lesser burden
(c) Handicap - Assistance/help improve etc
(d) Space - crowded or anything similar etc.

2. The agent fees is not the biggest financial component in buying and selling.
However, it is not to be ignore. Hereby a breakdown of cost for buying $400k and $500k for your reference

Cash required for resale purchase:

(1) OTP deposit & exercise = $5k
(2) Resale application = $80
(3) Registration & microfilming = $215.90 (3-rm & above)
(4) Valuation = $120
(5) Miscellaneous = $16.05
(6) Caveat = $139.30
(7) Fire insurance = $6.60 (5-rm), $5.50 (4-rm)
(8) Salesperson commission (1%+GST) = $4,285 ($400k), $5,350 ($500k)

CPF:
(1) 10% downpayment = $40k ($400k), $50k ($500k)
(2) Basic stamp duty = $6,600 ($400k), $9,600 ($500k)
(3) ABSD (both are SPR,5%) = $20,000 ($400k), $25,000 ($500k)
(4) **Legal fee = $1.2k~$1.4k dependent on loan amt
(5) HPS = $600 dependent on loan amt.

**Do note that legal fee can be paid using CPF if using HDB loan. But need cash for bank loan.

The ease of cash shall also dependent on the amount of loan can be obtain. The above tabulation is based on the assumption that you can get 90% HDB loan.
The tabulation is different for bank loan.

For your case of 2nd flat, it is not uncommon to use bank loan instead of HDB loan due to right sizing policy.

Hi Richie,

You can try to appeal to HDB for the approval to sell your flat before the MOP. You will need strong reasons for it to be successful. Hence you might wish to state your reasons, i.e for children's school, or taking care of aged parents etc.

Do take note that approval will still be subjected on a case-by-case basis. There is no guarantee that your appeal will be successful. Only upon approval of the appeal, you may then proceed to sell and buy your next housing.

Charges apart from agent's commission may include legal conveyancing fees and stamp duties (estimated 3%). Do take note that if you're taking up a bank loan, you will also have to set aside 20% downpayment (min 5% cash, 15% CPF).
