Hi I have a tenanted inter terrace and my next door unit has changed hands and began construction since beginning of the year. Due to loud noise and recent water leaking caused by the construction, my tenant now wants to to claim their medical expenses for loud noise and anxiety for water leaking matter and they have said that they can’t stay in the house anymore and wish to move out and will charge the service apt fee to me. Am I liable to these costs?

In Singapore, the situation you're describing can involve several legal aspects. Here are some key points to consider:

1. **Lease Agreement**: Check the terms of the lease. It may specify the landlord's responsibilities regarding disturbances and maintenance issues.

2. **Noise and Construction Regulations**: In Singapore, there are regulations governing construction noise. If the next-door construction is violating these regulations, it could strengthen your tenant's case.

3. **Habitability**: If the water leak has made the property uninhabitable, your tenant may have grounds for terminating the lease and seeking damages.

4. **Notice and Documentation**: Your tenant should document the issues, including noise levels, the water leak, and any medical expenses related to anxiety. This documentation will be important if they pursue a claim.

5. **Liability for Costs**: Generally, landlords are responsible for maintaining a habitable living environment. If the issues are severe enough to warrant moving out, you might be liable for some costs, but this will depend on the specifics of the situation.

6. **Negotiation**: It may be beneficial to negotiate with your tenant to reach a mutually agreeable solution, which could help avoid legal disputes.

7. **Legal Advice**: Consulting a lawyer who specializes in landlord-tenant law in Singapore can provide you with tailored advice based on the specifics of your case.

Addressing these points can help you better understand your rights and responsibilities in this situation.
