It depends on you are planning to purchase private or HDB.
There are 2 ways to calculate loans; MSR & TDSR.
MSR (Mortgage Servcing Ratio):
This is for purchase of all HDB, namely BTO, resale, new EC.
Only 30% of your monthly household income can be use for servicing your monthly mortgage.
TDSR (Total Debt Servicing Ratio):
This is for the purchase of private residences, namely new launch, non-complete project, resale.
60% of your monthly household income can be use for servicing monthly mortgage.
The total amount also dependent on the following:
1) how many credit cards you are holding, regardless of active or non-active.
2) Credit rating; A, B, or C. This rating is affected by outstanding loans and never pay on time, never own any credit cards etc.
3) Car loan from bank
4) Personal loan etc
5) Age, the older you are the less loan you will receive. Thus it is better to starts to own a property as young as possible, easier to receive a loan, and loan amount also can be rate as high as possible.
I'll give an example on how much loan you may receive on your age, using an assumption of both earn $5,000/mth for your reference: Assuming you don't have any outstanding loan and credit rating of A class.
1) MSR: estimate loan:
(a) HDB: $599,000 (25 yrs loan tenure)
(b) EC: $668,000 (30 yrs loan tenure)
2) TDSR: estimate loan; $1,336,000 (30 yrs loan tenure)
As for the last part of "which will exceed the 99 yrs lease", my guess is you are referring to the MAS ruling on loan and CPF usage. For your case, any remaining lease of lesser than 69 years affects the loan amount and CPF usage. According to the MAS rule, your youngest age of purchaser + remaining lease should be equal or more than 95. Anything lesser will affect your loan and CF usage.
There is a formulae on CPF website, remaining lease from 60 to 70, CPF usage is 80% to 100% of Loan To Value, HDB loan is 72% to 90% of valuation limit. I can only provide a range as I don't have the remaining lease info, your household income, CPF OA amount, etc.
Thus this is the best I can provide with current info.
