The EIP changes every month. So, you need to check each month before even viewing any unit. This quota is fixed by HDB.

Do you mean that you are interested in purchasing a place where owners are chinese but there is ethnic restriction for this?

There are 2 potential ways to go about it to try in securing this unit, either u wait for the fresh month to see if the quota changes or you try appealing to HDB to allow you to purchase. That is a general assumption that is not true. The ethnic Integration Policy for all HDB blocks changes monthly. It would be prudent to check it out on HDB website, on monthly basis.
