Hi,

The BTO is considered 1 subsidized housing. For the current flat, if it is bought from the resale market, and without any subsidies taken, it is not considered subsidized flat. Meaning your parents are still eligible for new EC, so long their income is below $16k per month and no other private property ownership in the last 30 months. The only issue could be the resale levy amount. If their 1st subsidized flat is sold before March 2006, the resale levy amount payable may be substantial. Was that a 4-room unit?

If 2nd property was a resale unit, they should be eligible still as 2nd timer for brand new EC, with resale levy applicable should the household income qualify for brand new ECs. Not sure if your agent is competent in this subject matter, but you should b able to clarify as well by doing up HFE to see if they are eligible for 2nd BTO too, this will provide a good indicator of eligibility to purchase a brand new EC.

Hi Sir/Mdm,

From what you have described, I would assume that the current home is a resale HDB flat bought without any subsidy. If this is the case, your parents would still be eligible to purchase an EC as a 2nd timer but they will be subjected to the resale levy.

EC is an excellent option as they are priced lower as compared to private properties. I would recommend that you do a check and confirmation with HDB to determine whether they are still eligible for a EC. Please feel free to contact me if you need any further assistance!

Hi,

1) If your parents did not receive any subsidiary for the 2nd HDB flat, they are still eligible to buy a new EC.
2) The resale levy is something that needs attention.
3) The resale levy would be much lower if your parents had sold their BTO after 3 March 2006.
(a) 3-rm = $30k
(b) 4-rm = $40k
(c) 5-rm = $45k
(d) Executive/Mansionatte = $50k
4) But if they had sold before and on 3 March 2006. It will be based on their resale price, or 90% of its market valuation, whichever was higher:
(a) 3-rm = 20%
(b) 4-rm = 22.5%
(c) 5-rm & Executive = 25%

5) The resale levy is also subject to a 5% per annum. So this amount would be quite substantial. It is important to calculate properly before making the move.
6) Do note that the resale levy has to be paid in cash and not from the CPF.
7) The resale levy has to be paid before the key collection of the new purchase.
