Under current HDB regulations, unmarried siblings who are not orphans are not eligible to jointly apply for a 4-room Build-To-Order (BTO) flat. The Orphans Scheme, which allows siblings to apply together, is specifically for orphaned siblings.
However, since both of you are over the age of 35, you have the opportunity to acquire an HDB unit independently under the Single Singapore Citizen Scheme. This arrangement allows each of you to take advantage of homeownership on your own while enjoying the benefits offered by this scheme. Under this scheme, singles aged 35 and above can apply for 2-room Flexi BTO flats in non-mature estates.
Alternatively, you may consider purchasing a resale flat. The HDB resale market offers more flexibility, allowing singles aged 35 and above to purchase flats of any size, including 4-room units, in any location.
If you and your sibling are keen on living together, purchasing a resale flat jointly might be a viable option. This would allow both of you to co-own a larger flat, such as a 4-room unit, in a location of your choice.

The Joint Singles Scheme only allows singles aged 35+ to apply together for a 2-room Flexi flat in non-mature estates, not larger BTO flats.

Only orphaned siblings may jointly apply for larger BTO flats like 4-room units under the Orphans Scheme.

Unfortunately there aren't any available schemes for siblings who are not orphans. You can purchase under single singaporean scheme individually for BTO 2-room or HDB Resale.

If you have unrelated friend who is also single singaporean citizen, 35 years and above, can also consider joint singles scheme to purchase new EC together.

Hi,

1) The government encourage all SC to get married.
2) This was the main reason there are many restrictions for single SC buying HDB flat.
3) Joint Single scheme allowed one or more singles (up to max of 4) to buy an HDB flats as per follow:
(a) BTO: 2-rm flexi flat (99yrs). All applicants must be at least 35 years old.
(b) Resale flats: any type excluding 3Gen flats.
At least 35 years old (unmarried or divorced)
At least 21 years old (widowed or an orphan)

4) Note that the above is on the applicants' profile only.
5) You are also subject to compliance to other requirements such as income ceiling, etc.
