As a PR couple, you would be eligible for bank loans only. . At least one buyer must be an SC to be eligible for an HDB concessionary housing loan.

Dear sir/mdm,

SPR is ineligible for HDB loan therefore only bank loan can be utilised to finance the purchase. Both of you will also be required to be at least 3 years PR before you are eligible to purchase a resale HDB.

In terms of financial breakdown, assuming that both of you are eligible to take up the maximum loan of 75%, you will need to have 25% of the funds ready as downpayment, where minimum 5% will be in form of cash and remaining can be CPF and/or cash combined. Do take note that Additional Buyer's Stamp Duty of 5% is applicable on your purchase on top of normal buyer stamp duty of up to 4%. There will also be miscellaneous fees like valuation fees, legal fees, resale application fees and etc that should not add up to more than $5,000.

1) As an SPR couple buying an HDB flat, you are only eligible to get a bank loan. Only a family nucleus with at least 1x SC then can be eligible for the HDB loan.
2) All SC has the privilege to apply for an HDB loan twice in their lifetime.

3) Please see the following for the cost breakdown for $500,000:
(a) Down payment 25%: 5% must be in cash ($25k), 20% can be in cash and/or CPF ($100k) assuming you can get a 75% loan.
(b) Buyer stamp duty ~3%: $9.6k
(c) ABSD 5%: $25k
(d) Valuation report: $120
(e) Resale application: $80
(f) Home protection insurance: You will need to have this as long as you utilize funds in CPF. The premium shall depend on the loan amount, age, and which bank you are taking from. The bank will decide which insurance company you will be getting from.
