Are you a Singapore Citizen household? If you are, yes, you are eligible to purchase a 2nd property, however, Additional Buyer's Stamp Duty will be applicable for the 2nd property at 17% on top of the normal stamp duty that is applicable. Loan to value will also be affected if you are currently still financing the HDB.

I would like to compliment Mr Ivan Ng for his professional work and effort.I sent my first post in Jan 2019 and Ivan replied promptly, so I have decided to contact Ivan for follow up. My EC was not ready for sale due to MOP (another 3 months from Jan) at that time and Ivan was able to give me advices on how to proceed from there. Purchasing a second property is a quite tricky as besides incurring 17% ABSD, there is also CPF restriction and loan restriction if you have not fully paid your HDB. Hi,

1) Only SC family household who owned HDB flat upon completion of MOP is allowed to buy a 2nd residential property in Singapore.
2) SC family household means one of you must be a Singapore Citizen.
3) SPR family is not allowed to own an additional residential property once they bought an HDB flat.
4) They will have to dispose of their HDB flat within 6 months once they bought any private residential property.
