Yes, you're right. Based on URA guidelines, each residential unit can only have up to 6 unrelated person. Perhaps you can send the URA guidelines to your landlord or your landlord's agent and raise this issue to them.

Yes you are right and 6 is the maximum. If the agent is indeed the one misleading you, then you could go ahead and make an official complaint.
