Can a tenant holding work permit under Manufacturing sector (Non-Malaysian) rent any HDB room and get HDB registration?
Some people said that above mention tenant only can rent a room where the owner is staying.

Work Permit holders from the construction, marine, and process sectors must be Malaysians. Work Permit holders from the manufacturing sector must also be Malaysians if they are renting a whole HDB flat. Read More
