Can an existing HDB owner be an essential occupier with his PR wife?

I have an existing HDB with my mum but my mum refuse to sell the flat. Assuming I do not sell off my current flat, can I be an essential occupier with my PR wife and my PR wife is the only owner of a resale flat? Are we able to apply for the resale / BTO flat under the family scheme?

Dear Sir,

Both you and wife are considered as a family nucleus and therefore your names cannot be in 2 separate flats. You can write in to HDB to remove your name from your mum's flat if she refused to sell or your wife can purchase a private property instead.

Unfortunately this is not feasible and I am suspecting that your mum has some concerns after selling, where will she be expected to stay? Will she be ready to purchase a flat on her own?
