Executive maisonette is considered as HDB, only Singaporean household or PR household are eligible to buy HDB.

Are you married to a Singaporean?

If yes, you can purchase with your Singaporean spouse under non citizen spouse scheme.

If not you are only eligible to purchase private properties like condo, apartments or even landed in sentosa (subject to LDAU approval).

Unfortunately no, executive maisonette falls under HDB flat category and thus foreigners cannot purchase on their sole name.

Foreigners can only purchase non-landed private residential properties. Whether old or new, as long as they are HDB, foreigners are not eligible. Getting BTO is likely going to be cheaper than resale option if we just compare about the price tag, however, if you factor in about the waiting time, where you may need to spend on rental, plus renovation, all in all, resale may not be a bad choice if you are able to find a decent unit.

It is all about supply and demand thus there is no absolute right answer in my opinion.
