I am Malaysian, SPR more than 5 years, wife same as well. I just sold my Malaysia property last month and I would like to buy a resell HDB in Singapore. I am aware of the 15 months waiting times.

My question: If a person buy a HDB without declaring their overseas property, once HDB found out, they are given months of time to sell off the overseas property without penalty. Right?

What is if I don’t declare I have just sold my oversea property when is buy HDB? Any penalty?

It is a stated requirement therefore if you wish to check on the penalty, you should actually check with HDB and not agents here since we do not enforce these penalties. Question is why take such risk if you know it is against the regulation? This is a serious offence where HDB may:
- Compel you to sell the HDB flat.
- Impose a financial penalty.
- Disqualify you from future applications.
- Pursue legal action for false declaration.

All buyers, including SPRs, are required to declare any disposal of private property (local or overseas) when applying for the HDB Flat Eligibility (HFE) letter. Since you’ve just sold your Malaysian property, you’ll likely be subject to the 15-month wait-out period before you can buy a non-subsidised resale flat. This rule applies even to SPRs, and failure to declare such property transactions is considered misrepresentation, which may lead to penalties, rejection of applications, or even forfeiture of the flat if discovered later.

In some past cases, HDB has allowed buyers who unintentionally failed to declare overseas properties time to dispose of the asset, but this typically applies to current ownership — not those trying to avoid the wait-out rule by hiding a recent sale. Intentionally withholding this information is a serious offence. It’s always best to be transparent in your HFE application to avoid long-term issues.

Hi,

1) I have to remind you that providing a false information to an HDB officer is an offence. You are subjected to a fine of not exceeding $5,000 or to imprisonment for a term not exceeding 6 months, or to both.
2) This reminder is printed everywhere in all applications submitted to the HDB.
3) I woud advise against such action.
