I do not quite understand what you are trying to indicate. Are you asking why is MOP 5 years instead of 3 years?
FYI, Minimum Occupation Period is suppose to be 5 years, except for those who were affected by SERS. If you have a genuine need for a bigger place, you can always approach HDB to appeal for pre-MOP sale approval with supporting documents if applicable, where HDB will review each appeal on a case by case basis.
