Business operations for most if not all agencies are similar, except that the scale of business they are doing are different due to the size of agencies.
Even in doing HDB sale itself, the different teams have different strategies doing the same thing, therefore it boils down to the chemistry involved within the team involved if you ask me.
Culture cannot be developed overnight, therefore it is important to look into how each team functions, and small group size of about 10-20 is often a comfortable size to work together, where every individual member will be able to look out for one another, unlike big groups where more team mates tend to be left behind while those who excels really fly.
