hi , anybody can adv me the valuation price for a 3rm HDB flat abt 65SqM in 3 toa payoh lor 7 at low storey .
secondly , can i sell my flat below the valuation price ? and what is the min price if i want to sell to my parents ?

You just need to check your cpf utilised for this property, then check whether your parent have the resources to pay back your CPF with interests. If there are outstanding loan, you need to inquiry with loan institution HDB or bank whether your parent are qualify to take over your existing loan that all.

You selling below valuation price, the difference you just need to pay back in cash to the CPF account that all. For the HDB transaction to be completed :)
