I had not need to pay ABSD of 3% for SG citizen 3rd time buyer B4 the announcement. But if I sell off this 3rd pte EC to upgrade, will I then have to pay ABSD for future purchases?How about if I were to buy overseas pte properties then?

Afternoon ZYL,

In regards to the third property purchase by a Singaporean Citizen, the purchaser will be subject to additional buyer's stamp duty of 3%. So yes, in your case, you will be if you sell and buy in Singapore.

If it's overseas property, you have to check the rulings governing the overseas property market in that country.
