Hi, can a person who has previous criminal record which had already been "Spent" apply to be a RES assuming that he has met the min GCE "O" level requirements and passed the RES exam ? According to Singapore Law, a person who had his criminal record spent, can be considered free of criminal record. So can we assume that CEA and the real estate industry agencies would be abiding to this Law, right ?

I suggest you write to CEA to appeal. CEA is rather compassionate. As long as your past records were not money (fraud, cheating, etc) related, CEA will likely to consider and approve your appeal. In this respect, I recruited a member with past criminal records (not money related), and he wrote to CEA to appeal and received approval.
