Yes you are allowed to purchase a resale flat with your PR sister, under the SPR siblings scheme.

Under this scheme, the application must comprise of at least 2 single siblings whose parents are not:

* Singapore Citizens or Singapore Permanent Residents, nor
* Residing permanently in Singapore
