It appears it may be taken in as income, based on HDB website guidelines. You can see pupillage/stipends indicated.

You may wish to apply HFE letter to confirm the max loan attainable.

You may wish to direct this question to HDB directly given that they are the authority for such matter thus getting the advise from them will be the most accurate, instead of relying on agents here or write ups on HDB website that may not be as clearcut.
