Who was the person who told you about such an arrangement?
It is absolutely nonsense. As long as you engage the services of a salesperson to source you a unit for rental instead of you calling the salesperson directly based on his or her advertisement, be prepared to pay the service fees for brokering the rental, regardless whether it is 1, 2 or even 3 years. If the salesperson does not collect from you, be grateful that this is a bonus to you, because the landlord's salesperson is willing to share the commission involved, because no one will be willing to work for free. I am sure you will agree on that.
