Good afternoon buyer,

You wont be able to apply for ABSD remission for your scenario.

Kindly refer to the below link from IRAS for more information:
http://www.iras.gov.sg/irasHome/page04.aspx?id=12822#Purchase by Married Couples with Mixed Residency Status (SC-PR, SC-Foreigner and PR-Foreigner)

Nevertheless you can consider to sell off one of your 2 properties first before you purchase another property.

I am afraid you are unable to get the remission done as remission is only applicable for couples who are seeking to upgrade or downgrade from their current matrimonial home in general. Should you wish to pay lesser ABSD, you are advised to sell your current property before purchasing.

You can not claim back the ABSD.

And if you are foreigner, ABSD is standard 15% irregardless how many property you own. So it make no difference you want to buy 1st or sell 1st.
