1) You and your wife still eligible as 1st timer in the balloting process.
2) Your wife is subject to 50% of resale levy according to her previous flat type when buying a BTO. This is assumed the last holding method is under joint tenancy.
If it is held under Tenancy-In-Common, it will be according to the amount she had hold.
