Hi Sharizan,

Resale hdb with zero COV (selling at valuation) is possible as long as you are flexible with your requirements. However you need to settle all your COV at the hdb office before the keys can be handed over at the 2nd appointment. Thanks and hope to assist with your plans further.

Afternoon,

It is possible to purchase a resale HDB unit with zero cash above valuation. All payment made are to be made through HDB and the respectively lawyers. Any intention to work around it are inappropriate.

1. In the current market, there are a lot of HDBs being transacted at below valuation or at valuation.

2. All COVs will need to be paid to HDB before the 2nd appointment which is the completion date when you receive the keys.

Not to worry. I will assist you along the way and advise you what's the offer you should make according to recent past transactions so you dont have to fork out any cash over valuations.

In fact, there are alot of flats that are transacted without COV nowadays.

By the way, sorry to inform you that if there's any COV, you have to pay full payment by 2nd appointment if not the whole transaction wont complete.
