May I know what's your residency status?
Singaporean, SPR or foreigner?
For your sister, she is only eligible to purchase a resale HDB with her spouse (Singaporean or SPR). If SPR household, both needs to be SPR for at least 3 years.
She needs to purchase with a Singaporean spouse for new EC.
If she or both of you are not eligible for any, alternatively you can opt for resale EC or private property.
