Hi Pro, Before i comfirm to buy the flat at woodlands i had check with the agent did the lift uograding paid,answer is yes.But I have problem with my flat when i go for first appointment, i know that the lift is not paid by the owner.What can i do if owner willing to pay for the lift,buy hdb still havent invoice them.After the 2nd appoitment buyer will need to pay ,we a m'sian PR we need to pay alot.
Pls help

Hi,

I empathise with the situation you are in.

Whether the seller or the buyer is required to pay the lift upgrading costs, this really depends when HDB invoices. If the invoice is sent out before the sale completion date (i.e. HDB 2nd appt), the existing seller needs pay else the new owner pays if invoice reaches out after the HDB 2nd appt ('cos the buyer becomes the official owner of the flat after 2nd appt). In your case, it looks quite obvious that your servicing agent may have overlooked to confirm when HDB is invoicing the lift upgrading cost. This info. can be found in http://www.hdb.gov.sg.
If during the negotiation when you decided to purchase and the seller agrees to pay the lift upgrading costs, perhaps 1 suggestion is to have this written, agreed and signed by both parties. If HDB invoices after HDB 2nd appt and you have to pay for the upgrading, the seller is required to reimburse the full upgrading costs as agreed. Pls note this agreement is privately arranged between the seller and the buyer as HDB only recognises the date when invoice is sent and at that time who the rightful owner is.

    Hi Pro,
    Is going to reach completion Date.
    They reject my request for bring contractor for viewing to do reno,
    dun't know why.Hope the house is ok.
    Can any expert advised me what to i check when inspection before handover?

Hi Andy

Your agent would have checked the scheduled date for invoice. I would suggest u to go to HDB Website & check yourself the date. If the date fall in before your completion date(2nd appointment), you may safe. But you have to be cautious ,Why?
