Hi Mr Lee,

Singaporeans have the option to get their Home Loan from either HDB or private Banks and can apply for HDB Grant. They can also buy a flat either directly from HDB or re-sale market. However, they can only do so if they meet the HDB's terms and condition.

PRs can only buy their flat from re-sale market and get their Home Loan from private Banks only.

- Resale flats offer more flexibility; both Singaporeans and PRs can buy, but PRs need to fulfill a minimum occupation period (MOP) of three years before selling.
- PRs also face Additional Buyer’s Stamp Duty (ABSD) when purchasing their first property, while Singaporeans do not.
- The loan-to-value (LTV) ratio can differ, with Singaporeans generally having access to higher financing.
- Resale market offers more options and immediate availability compared to waiting for BTO flats.
