I am a 40year old single Singaporean citizen who is interested in purchasing a resale HDB flat for rental and investment purpose. I am going t be a first time buyer. My plan is to rent out the resale HDB flat for 25 to 30 years and then sell the flat when I reach 65 or 70 and then downgrade or apply for 2room BTO for singles. My questions are:

1) Can I apply for BTO 2oom under single in the future (even though I have purchase HDB flat under resale?) I understand I will need to sell the resale flat
2) The 5 year MOP will apply when I purchase my resale flat. I understand the practice is to lock 1 room (usually common room) and then rent out the flat before the 5 years?
3) For rental and future sale of flats, I believe 4room HDB is recommended? My budget is only S$400K
4) With a budget of S$400K and I prefer newer flats of at least 100sqm, it seems only Sengkang & Punggol areas are my best choice?
5) Which is better for rental and future resale value – Sengkang or Puggol?

Hi

The advices over your concerns are as follow:
(1) Yes, you are still entitled to apply for BTO 2-rm under Single Citizen Scheme in future.There are no special condition as for now, even though you had bought resale HDB flat.
This comment remains true provided no changes in HDB policy.

(2) There are no such practice in locking 1 room and rent out the flat before 5 years. You must have heard too many rumours.
If you use such technique and found out by HDB, you may risk losing your HDB flat entirely without compensation, in other word, "acquired" the flat by HDB.
HDB is taking this extremely seriously, all subletting must fulfill the policy listed and must be approved by HDB.
Any unauthroised subletting shall lead to serious consequences.

(3) Indeed, HDB 4-room flat has the best rental yield and future sales prospect compare to other flat type.
As for the price, the 2 major factors on the price of flat still lies within location and remaining lease.

(4) Although Sengkang & Punggol areas has such choice, but you may also look into the West or North-West region which also falls under this price range.
So the question still falls back to your preference.

(5) Though everyone wants the best of both, but usually this is always falls altogether.
Quoting a Famous Chinese quote; Fish and bear palm, you could only choose either one.
Rental yield is best in location where you see people with short-term needs.
Capital appreciation is best where people see the best place for long-term stability and rising of children.

1. Yes, under current rule, you are eligible to apply BTO even you had purchase a resale flat before.
2. Yes, the 5 years MOP will start after you officially own the flat. During MOP, only allow for room rental.
3. 3 and 4 room flat is easy to rental. 2 bedroom for small family, 3 bedroom generally are friend sharing.
4. Yes, newer flat is better. Best is near to MRT station.
