I am a foreigner, can I buy an appartment by hire purchase or loan?

Hi,
As a foreigner, you can buy any private properties except landed properties. That means you are able to buy most condo developments.
If you are referring to the public housing category, they are only available to local citizens and if they have permanent residency (PR)in Singapore and provided the PRs met the criteria of the HDB.
As for the financing, most banks will offer financing so long as you qualify from their credit pre-requisites.
