I have a HDB apartment (with $40K HDB grant) in Toa Payoh under my husband and my name.
3 years ago, my mother passed away and she has willed her HDB apartment in Potong Pasir to me.
I have not done any transfer till date because my Toa Payoh flat is still unsold.
However, I am interested in buying a private property in this region.
Can I purchase the private property first? Will I face any form of levy from HDB or period of inactivity?

An administrator should be appointed by the family, siblings .. in order to sell the house...
