Good morning buyer,

do take note of these cooling measures for second property purchase:

1) 7% additional buyer's stamp duty as SC on top of the normal buyer's stamp duty

2) set aside basic retirement sum of $83k in your CPF OA + SA before you can use the excess CPF OA funds in the purchase if you have utilised CPF OA funds in current place

3) you can only loan up to max 50% bank loan if you have outstanding loan in current property if not, it will be a max 80%.

As for building your property portfolio, do let me share with you what I had done for one of my clients in which I had helped them to maximize tax savings and usage of CPF OA funds (they are not subject to the cooling measures).

They will be selling their 4rm flat (HAVENT FULLY PAID) and intend to purchase an unit for own stay and the other for investment after a few rounds of detailed financial planning.

You might not believe. This plan will be funded entirely by their sale and they wont be coming out with any amount from their savings. They would have RESERVED FUNDS up to 4 years to finance their homes even if they dont work.

I would or would not say this will be possible for you as well but with detailed financial planning, you will have a clearer picture what is feasible for you.

Hi,
There are few essential things that you need to be aware:
(a) Loan
(b) Cash
(c) Tax
(d) CPF usage

There are 2 scenario with regards to your query:
(1) Fully paid for the 1st property:
Max loan: 80%
Loan tenure: up to 65 years old or up to 30 years depending which is lesser.
Cash: min 5%
15%: can be cash or/and CPF

(2) Still financing 1st property:
Max loan: 50%
Loan tenure: up to 65 years old or 30 years with 25% cash.

The above loan amount is also subject to TDSR (Total Debt Servicing Ratio) assessment from the bank.

On top of the above, you will need to set aside for 7% ABSD + 3% BSD if you are Singapore Citizen.
10% ABSD + 3% BSD if you are PR.

While if you intend to use CPF to finance the 2nd property, you also need to ensure you have enough to fulfill Basic Retirement Sum which is $83k (valid in 2017) if your 1st property had been utilized for the 1st property.

Dear Sir/Mdm,

Congrats to taking your first step towards owning a 2nd property. These are the 4 main considerations when buying a 2nd property.

1. Additional Buyer Stamp Duty of 7% is applicable if you are purchasing a residential property so you will need to take that into consideration during your financial planning. Alternatively, you may want to consider investing in commercial or industrial property which do not attract ABSD.

2. Loan. If you still have an outstanding housing loan for your current place, you will only be eligible for 50% loan instead of the max 80% loan. This will mean that your capital outlay will be greater.

3. CPF usage. Under the current CPF ruling, you will need to set aside a basic retirement sum of $83,000 in your OA and SA accounts before you can use the balance in your OA account to fund the purchase of a 2nd property.

4. Once you have settled the above, the most important decision is to choose the right product to buy, a product which will be able to generate decent passive income for you while also has the potential for upside appreciation in the longer run.
