If you're above age 55, you are eligible to purchase a HDB resale flat not bigger than 4RM in size. You will then be required to dispose off your overseas property latest within 6 months of your HDB flat purchase.

If you're below age 55, you will be required to dispose off your overseas property, and then wait out a period of 15 months, before you're eligible to purchase a HDB resale flat of any size.

As long as you have owned a private property regardless local or abroad, the requirement is to dispose off that property and wait out for a period of 15 months before you are eligible to purchase a resale HDB, unless you are aged 55 and above, then you be eligible to purchase a 4 room resale flat or smaller.
