I'm 53 & my wife is 51 this year & currently staying in a condo, can i apply for BTO flats (stayed in 1 new flat so far)?
If yes, assuming BTO TOP 4 years later which my wife & i already turned 55, will there be a wait out period?

BTO (Build-To-Order) applications are available for first-time and second-time Singaporean applicants who do not currently own any private property.

For those considering the Silver Housing Scheme, both applicants must be aged 55 or above. Additionally, the annual value of the existing private property should not exceed $31,000, and applicants must be looking to rightsize to a unit that is a 3-room flat or smaller. There is also a requirement to top up your retirement account with either the total sales proceeds or $60,000, whichever amount is lower.

Unfortunately no, as you need to sell the condo first, wait out 30 months, before you are eligible to apply BTO.

For resale HDB, the same wait out period applies at 15 months after selling the condo. Once both of you turn 55 years old, can purchase resale HDB 4-room size and below immediately, no wait out period required.

You can try to appeal but will need a strong case reasons like financial hardship, medical condition etc.
