Im renting a unit at The Sail and have been here for the past year.
1. The cooker hood needed to replaced - does it fall under minor repair & maintenance?
2. Second Query - the bathroom exhaust was not working when I took over the unit and had informed my agent so since cooker hood had to be replaced - LL agreed to replace it - is that chargeable?
3. One unit of Air cond was blocked during handover (landlord's agent advised not to use) but I went ahead and paid for it during routine maintenance and even did a chemical wash for another unit - after 1 year, do I need to pay for chemical wash actually?

Without understanding full details on your tenancy agreement, it will be difficult to say what your entitlements are. You did not engage any agent when you rented this place?
