I'm Singaporean (M) age 27 and my spouse is foreigner age 29. I'm unable to purchase HDB BTO due to my spouse is non-SC however, is it possible to put one of my siblings name to form a nucleus family to buy BTO?

You can actually try applying for HFE using such combination of nucleus and see if it is approved.

Including a Sibling : Forming a nucleus family with a sibling to purchase a BTO flat is generally not allowed unless specific conditions are met. For instance:
If you are an orphan and both you and your sibling are SCs, you might qualify under the Orphaned Siblings Scheme.
If you have other extenuating circumstances, you might apply for special consideration, but these cases are rare and subject to HDB's discretion.
