Is it advisable to purchase a private property above valuation? Assuming no issues with COV and bank is able to match. If so, how much more above valuation is a safe gauge to prevent future loss? (buying over from first owner, TOP 2016, D18, no evening sun, 1BR)

In my opinion, for a 1 bedroom condo, you should not be paying above the valuation and by paying higher, it will also mean that your breakeven price is higher in the future.

As property prices is increasing at the moment, it is ok to purchase slightly above indicative valuation and if you unit suits you. This is assuming bank valuation would be able to match. However to advised further, I will need more information on the exact development you are aiming for. Purchasing a private property is always better than HDB from an investment point of view. However nobody can be certain on long term future outlook and as whether you will incur future losses, all this will depends on your holding power. In my opinion, if the property is meant for your own stay, and you love the development and unit very much, it may be worthwhile for you to pay COV for it.

However, if it's for investment purpose, I will discourage the purchase. I believe there will be many better buys out there in the market. There is no need to pay over Valuation for a 1BR for investment purpose.
