Based on the conditons listed by HDB, if the buyer fulfilled all the listed criteria, I see no reason why the grant will not be approved.
Besides the usual MOP and other conditions coupled with the purchase of the flat, the only additional condition would be when you sell the flat bought using a CPF Housing Grant, all of the CPF monies (including the CPF Housing Grant) used for the purchase of that flat will need to be returned to your CPF account.
