Foreigners are allowed to own most types of private non-landed properties in Singapore and as an investor will also qualify you to apply for permanent residence status in Singapore subject to prevailing terms and conditions.

2 Parts to your question:
Property ownership by foreigners is restricted in Singapore,however, there are properties which allow for foreigners to buy into them. The difference would mainly lie in the financing aspects where the banks in Singapore are capped at giving a loan on 70% for foreigners vs a 80% loan for PRs and citizens.

On the second aspect of your question:
The nationality status of yourself will not change unless you make an application for PR to the ICA in Singapore.
