Me & my fiance are first-timers looking to buy a resale flat preferably with $0 COV or with COV not more than 5K.Any help will be much appreciated as we are not keen on buying a BTO as the waiting time is too long.

Resale HDB with zero COV is rare.
You may wanna consider DBSS as you are still able to get first timer grant of $30k.
